Description of the Job

This position manages the U.S. Department of Homeland Security grant programs for assigned sub-grantees. Administer and manage grant-related functions for assigned sub-grantees, including issuance of grant awards, management of reimbursement requests, budget changes, grant extensions, and the grant close out process.

Review grant applications for alignment with State strategies and Federal grant guidance and make modification recommendations to applicants. Provide assigned sub-grantees with technical assistance, training, and grant guidance. Oversee contracting and amendment processes for assigned sub-grantees. Review reimbursement requests for compliance with grant's requirements and Federal and State fiscal rules, including proper allocation and accuracy.

Develop and foster a positive relationship with grantees at the local, regional, and state level, including the Tribal Nations. Ensure relevant grant information for grantees is entered into the Grant Management System (GMS), the Initial Strategy Implementation Plan (ISIP) and Bi-Annual Strategy Implementation Report (BSIR) and the state's Contract Management System (CMS).

Manage the Environment and Historical Preservation (EHP) requirements for assigned sub-grantees. Maintain electronic grant files to comply with Federal and State records rules. Represent the Office of Preparedness at meetings addressing the homeland security grant and the State Homeland Security strategy.

Conduct on-site grant monitoring visits and perform quarterly reviews to include compliance, alignment with guidance and completion of contracted work products.
