The Federal Emergency Management Agency (FEMA) is seeking a temporary staff member to fill a Mitigation Specialist position focused on flood recovery.  The position includes:

Duties & Responsibilities

  • Able to determine and research pertinent data for affected area;  complete a Benefit-Cost Analysis utilizing FEMA-approved software or methodology, collect perishable data, analyze, and integrate the data in GIS applications.
  • Identify potential mitigation projects and develop innovative solutions that meet program and project objectives.
  • Perform contracting oversight; write Scopes-of-Work for disaster related response and recovery.
  • Demonstrate knowledge and experience for review of environmental regulations (NEPA/NHPA), Hazard Mitigation Grant Program.
  • Identify and develop potential cost-effective public assistance mitigation opportunities.
  • Review plans, specifications, and mitigation project submittals for compliance with building codes.

Job Announcement: Office of Preparedness Training Specialist

Position Duties Include:

  • Provides rural training support through local capacity building, effective education, outreach and gap analyses specific to rural areas, evaluating efficiency and effectiveness in rural areas, review of course content for accuracy as well as relevancy, creating resources and educational tools to support training & exercise planning workshops as necessary in rural areas; conduct training needs assessments, schedule courses, advertise courses, manage applications and the enrollment process, coordinate instructors, instruction materials, and provide facility and lodging logistics to ensure a positive learning experience and repeat attendance of both state and federal training programs.
  • Develops effective marketing strategies as well as the development of state, local, federal, and tribal partnerships.
  • Works with the Training and Exercise Section to develop and implement policies and procedures to enhance customer service and service delivery to state and local government. Advises Training and Exercise Team in integration of EMI with NDPC and other all-hazards and Homeland Security training and exercise objectives. Develops cost-effective strategies to draw necessary training to rural areas; represent rural interests in development of online and distance learning strategies; ensures course delivery and logistics align with rural needs.
  • Provides guidance to the Southwest, San Luis Valley and West All-Hazards Regions by conducting training gap analyses as necessary to enhance service delivery and enhance local and state capabilities to prevent, protect, mitigate, respond and recover from an all-hazards incident. In cooperation with the all-hazards regions and state agencies, identifies gaps in training following exercises or actual events and recommend corrective action to close the gaps. Assists in annual state training and exercise planning workshop (TEPW). Integrates technology where appropriate to enhance learning and promote greater access to state training. Facilitate the registration process of state-sponsored course deliveries using the CO-Train portal. Coordinates delivery and record-keeping of National Incident Management System (NIMS) training courses delivered to state and local government to ensure NIMS compliance. Provides guidance in the development of a system for assessing instructor performance.
  • Serves as the DHSEM Point of Contact with the Incident Management Teams that operate out of Colorado and the State and Regional Wildland Fire/Incident Management Academies; ensures alignment of information as it impacts cross-agency training and exercises.
  • Assists state incident management teams in coordinating team exercises, when requested. Identifies and promotes shadowing opportunities for incident management team personnel in need of incident experience.
  • When requested develops position-specific training plans for IMT personnel; coordinate out of state travel for IMT personnel in Colorado; coordinate delivery of IMT conferences or workshops; provide IMT support during activation to better discern team needs and gaps; assist IMT's with after action reviews and development of corrective action plans using HSEEP criteria;
  • Develops and administers the Division personal training plan program.
  • Responds as needed during times of National, State, Regional or locally declared emergencies where a request has been received by the DHSEM to provide disaster response services.
  • This position may be required to report to the State Emergency Operations Center or another state or local jurisdiction to respond to local jurisdictions’ requests for resources and disaster-related support.

The Division of Homeland Security provides the leadership and oversight for the state’s homeland security initiatives, the state’s intelligence fusion center and fire safety. The division encompasses planning, preparedness and prevention related to acts of terrorism and natural or man-made incidents. The division has three offices: Office of Emergency Management, Office of Preparedness and Office of Prevention and Security.

This position serves as the Communications Specialist within the DHSEM. This position assists with media relations, graphic design, community preparedness activities, coordinates community outreach activities, develops risk messaging strategies for homeland security, public health, fire safety, and emergency management.

Position duties

Risk Communication
Develops risk communication products and schedules to enhance citizen awareness of threats or hazards affecting local communities, such as those following fire safety, public health, emergency management and homeland security events. Uses traditional media, social media, websites, and other technology to channel risk messaging to citizens and partners. Establishes and maintains distribution and notification lists. Helps provide multiple channels for stakeholders to add content and improve citizen communication. Plays a key role in the design, development, and distribution relevant public information and education materials on general hazard preparedness to support communities, citizens, and the media concerning the protection of lives and property resulting from all hazards incidents. Supports the internal steady-state and crisis-state communications under the direction of the program manager.

Media and Community Relations
Develops plans and designs marketing and informational materials that will increase participation (state, local, tribal, and citizen) during national outreach campaigns that promote and encourage public education (such as National Preparedness Month, National Fire Safety Month, National Night Out, ShakeOut, etc.). Provide technical assistance to all program areas within the Division to enhance the effectiveness of programs and processes. Advise the program manager on matters of cultural or political sensitivity, and provide background and research to address these items effectively. Develops effective meeting agendas and talking points for meetings and presentations. Engage stakeholders from diverse underserved communities, all socio-economic groups, and racial, ethnic, and cultural backgrounds in the development of marketing and messaging activities. Engage local government, non-governmental organizations and Federal partners in state preparedness activities. Makes key updates and maintains the READYColorado and Division websites and associated distribution systems. Provides input for social media posting which includes development of daily Facebook and Twitter posts, press releases, and other media messages for monthly distribution to emergency management and other preparedness partners. Cultivate relationships with community organizations, civic groups, community leaders, and appointed and elected officials to enhance preparedness. Respond to or route citizen and media inquiries to appropriate personnel. Provide media/public information coverage on a rotational basis with the program manager. Monitor social media for situational awareness. Attend local community preparedness events, such as the State Community Preparedness Advisory Council (CPAC), local/regional Citizen Corps, the Colorado Emergency Preparedness Partnership (CEPP), Colorado Voluntary Organizations Active in Disasters (COVOAD), the American Red Cross, Ready Colorado Campaign, and the Medical Reserve Corps to name a few. Develop presentations and other awareness materials to increase citizen preparedness. This includes fulfilling requests for material, technical or program support from preparedness partners. Provide technical and marketing assistance to all program areas within the DHSEM. Coordinate risk and response messaging with the program manager and risk communications specialist. Serve as a backup and/or support Public Information Officer/ESF-15 supporting emergency operations under the State Emergency Operations Plan (SEOP) during exercises and actual emergencies when directed by the program manager. Serve as the acting program manager in the absence of the program manager. Provide administrative and technical assistance to the Homeland Security & All-Hazards Senior Advisory Committee (H-SAC) and other official Division functions as necessary.

Marketing and Graphic Design
Provide technical and marketing assistance to all program areas within the Division. Ability to lead the graphic design needs of the Division including the design, layout, printing and dissemination of official Division items such as: Annual Report, fact sheets, brochures, Strategic Plans, conference materials, and other divisional reports as needed to share the DHSEM brand and identity. Help design templates and help develop standardized forms and materials used within and across programs in the Division. Develop and help ensure use of standard organization identity products. Provide technical and graphic design assistance to all program areas for creating documents and materials to be used in communicating with external partners and stakeholders. Assist with the writing and dissemination of the DHSEM Weekly Update, Daily Situation Report, and during State EOC activations responsible for writing the Daily Situation Report for public information dissemination. Provide assistance to conferences supported by the Division including the Colorado Emergency Management Conference and the CEPC Conference.

Position Duties

Conducts OEM mitigation and recovery team activities including creating maps and developing web mapping applications, including building GIS applications and/or participating in statewide efforts, that can be utilized in house and, if applicable, hosted on the web. Works on meeting data needs that support the mitigation and recovery section activities.

Conducts risk assessment activities for the OEM mitigation planning process, to include working on the risk assessment required to meet FEMA state mitigation plan and EMAP standards requirements. Provides technical assistance, training, and assist communities with conducting risk assessments. Works with state agencies and others on meeting OEM’s data needs for mitigation program risk assessments. Understands and adapts new assessment methodologies to make them applicable to Colorado.

Utilizes FEMA software and other applications as applicable to conduct in house BCAs and provide technical assistance and training to others for BCAs. Determines deficiencies in grant applications and planning with respect to data documentation and BCAs. This position will work with the local and state personnel through formal and informal training and technical assistance to develop the necessary capabilities and processes so the community will meet requirements. Maintains the section’s web pages as they relate to mitigation, recovery and related areas such as grants. This position will work with section staff and division PIO to deliver mitigation and recovery program information. Develops innovative web tools for the delivery of program information.

Assists communities and state agencies with developing grant applications for non-construction and construction projects. This position will assist or lead in the development of training and technical guidance to further local capabilities to develop applications for projects.

Performs duties in the State Emergency Operations Center (SEOC) or field for emergency or disaster events, exercises, and training as they relate to response, recovery, and mitigation. This may include serving as primary or backup support for SEOC activations with mapping activities, including creating maps and locating data sources, as applicable.
