Management Agency’s (FEMA) Private Sector Function operating out of Colorado. The
E-News Update includes information on federal and state resources available to
help Colorado homeowners, renters, business owners and their employees recover
from the flooding, severe storms, mudslides and landslides that were federally
declared a major disaster on September 14, 2013. We welcome your comments,

FEMA Registration Deadline
Extended to November 30, 2013 for Disaster Survivors
The new individual
disaster assistance registration deadline is November 30, which is also the new deadline to complete
low-interest SBA disaster loan applications. Federal/state disaster assistance
for applicants can include money for serious disaster-related needs not covered
by insurance.
The deadline to file an insurance claim with the National Flood Insurance Program
(NFIP) is still 60 days after flood damage to an insured structure. Please also
refer to floodsmart.gov.

information about disaster recovery programs and help applicants register for

U.S. Small Business
Administration (SBA) Offers Economic Injury Disaster Loans to Colorado Small
Businesses and Private Nonprofits
In
addition to physical damages suffered by Colorado businesses, SBA offers Economic
Injury Disaster Loan (EIDL) assistance
to help meet working capital needs caused by the severe storms, flooding,
landslides and mudslides.
• Small
businesses, small agriculture cooperatives and private, non-profit
organizations may borrow to help meet working capital needs caused by the
disaster (regardless of whether the
business suffered any physical property damage).
• The
maximum business disaster loan is $2 million for any combination of property
damage and working capital (EIDL) program loans.
• The
EIDL program is available to the following counties: Adams, Arapahoe, Boulder, Clear Creek, El Paso, Fremont, Jefferson,
Larimer, Logan, Morgan & Weld; Broomfield,
Chaffee, Crowley, Custer, Denver, Douglas, Elbert, Gilpin, Grand, Jackson,
Lincoln, Park, Phillips, Pueblo, Saguache, Sedgwick, Summit, Teller, Washington
& Yuma.

Rebuilding Advice and Reference Booklets
A FEMA
mitigation team will offer free building tips in Colorado Springs from Friday,
Nov. 8, through Tuesday, Nov. 12.

Mitigation
measures can help reduce problems such as mold and mildew. Advice may also help

Federal Aid for Individuals
and Businesses Reaches Over $100 Million
Federal disaster assistance for Colorado flood survivors
recovering from the September storms has
topped $100 million as of Oct. 31.
Colorado flood survivors should return their completed
applications, even if they have not settled with their insurance company. Individuals
and business owners who sustained property damage are encouraged to first
register with FEMA prior to the Nov. 30 deadline.
Third Extension Approved for Transitional
Sheltering Assistance (TSA)
Individuals and families who are still being assessed
regarding their housing needs may continue to be eligible for TSA through Nov.
16 (checkout Nov. 17).

The
U.S. Small Business Administration (SBA) is the federal government’s primary
source of money for the long-term rebuilding of disaster-damaged private
property. SBA helps homeowners, renters, businesses of all sizes, and
private, nonprofit organizations fund repairs or rebuilding efforts, and cover
the cost of replacing lost or disaster-damaged personal property. These
disaster loans cover losses not fully compensated by insurance or other
recoveries and do not duplicate benefits of other agencies or organizations.

Town of Lyons restores critical infrastructure, recovery efforts continue to rebuild communities
Gov. John Hickenlooper today announced that significant infrastructure repairs have been made to the Town of Lyons’ transportation, water systems and waste water systems damaged by the September floods. Additionally, the state and federal government continue to coordinate and provide assistance to businesses, families and communities recovering from flood damages.
Hickenlooper has made 27 visits to 18 counties that had flood damage to meet with community and business leaders. The governor encourages community and business leaders to continue to work with the state and federal government to rebuild quickly and better. Additionally, the governor submitted the FY 2014-15 budget request that includes funds for recovery efforts from wildfires and floods.
CDOT and the National Guard reopened U.S. 36 between Lyons and Estes Park on Monday, Nov. 4 — nearly one month ahead of schedule.
89 percent of damaged state and federal roadways are now open, with the remaining on track for opening by Dec. 1.
FEMA approved a third extension to the Transitional Sheltering Assistance program that pays for eligible flood evacuees to stay in temporary housing. FEMA, Office of Emergency Management, and Division of Housing are working with impacted families and individuals to have more permanent housing solutions by Thanksgiving.
The U.S. Small Business Administration approved $57.3 million in low-interest disaster loans to Colorado homeowners, renters, businesses and nonprofit organizations that have experienced physical or economic injury. SBA loan applications are due by Nov. 30.
As of this week, FEMA Public Assistance obligated an additional $10.9 million in funding to applicants in the 20 counties eligible for Public Assistance. Deadlines for applications are Nov. 16 for counties approved in September and Nov. 20 for counties added in October.
The deadline for FEMA Individual Assistance applications was extended to Nov. 30 for people in the 11 counties approved for Individual Assistance. Total funding allocated to date is $46.7 million and, as of this week, 26,000 people have applied and 15,000 applications have been approved.

As of last Friday, Nov. 1, the Town of Lyons no longer has a boil-water advisory and the waste water treatment plant has resumed operations. Nearly 90 percent of the town now has wastewater sewer service through permanent or temporary solutions, and the remaining 10 percent expect to have service within the next two weeks.Recovery Office Efforts

Not only were Colorado homes damaged by the recent severe storms, flooding, landslides or mudslides, but many survivors also lost valuable personal documents. The documents include everything from Social Security cards to driver licenses to credit cards.

Colorado Infrastructure Protection Program Manager Named for DHSEM
The Colorado Division of Homeland Security and Emergency Management welcomes Jory Minkler-Maes to the Office of Preparedness. Minkler-Maes will serve as the Colorado Infrastructure Protection Program Manager (CIP-PM), effective November 4. She can be reached at her office phone 720-852-6705 or jory.maes@state.co.us.
Minkler-Maes was formerly employed with the North Central Region (NCR) as an All Hazards Intelligence Analyst assigned full-time to the Colorado Information Analysis Center (CIAC) where she specialized in cybersecurity and critical infrastructure, among other areas. She holds a bachelors degree in Political Science and a master's degree in Criminology. She will partner closely with her Federal counterpart, Joe O'Keefe (PSA), and other Division personnel to reshape Colorado's infrastructure protection program.
