State Emergency Operations Center (SEOC) Status Level 2

SEOC continues to support of the following: Fremont County investigation and hazardous materials support, migrant sheltering support in Denver, Marshall Fire recovery and DR4731. SEOC is operational Monday through Friday from 8 a.m. to 5 p.m. 

Fremont County Support

On the evening of October 3, 2023, deputies of the Fremont County Sheriff’s Office were dispatched to 31 Werner Road, Penrose Colorado, in reference to a suspicious incident. Upon their arrival deputies learned that the building was owned by the Return to Nature Funeral Home based in Colorado Springs Colorado. 
 
On October 4, 2023, FCSO investigators, the Fremont County Coroner’s Office, and the Colorado Department of Regulatory Agencies executed a search warrant on the property and determined that human remains were improperly stored inside the building. 
 
 As of October 5, 2023, The Fremont County Sheriff’s Office is working with the Fremont County Coroners’ Office, The Colorado Bureau of Investigation, the Colorado Department of Regulatory Agencies and the Federal Bureau of Investigation.
 
On October 5 Gov. Polis verbally approved an emergency disaster declaration to approve state resources in support of the investigation and hazardous materials clean up with the activation of the Colorado State Emergency Operations Center and support of the Colorado Division of Homeland Security and Emergency Management.

News Release: Colorado Emergency Operations Center Supports Fremont County Return to Nature Incident

Resources arriving to support investigation and clean up.

The Colorado State Emergency Operations Center (SEOC) was activated on October 5, 2023 to support Fremont County and the Colorado Bureau of Investigation with hazardous materials and criminal investigation resources through a verbal disaster emergency declaration. The SEOC secured numerous resources to support the response, recovery and mitigation efforts. These resources will begin arriving in Fremont County today and include the following:

  • Six Member Type III Incident Management Team
  • Security Fencing
  • Security Staff
  • Colorado National Guard Fatality Management Team
  • Tents
  • Body bags
  • Visqueen and Miscellaneous Supplies
  • Coroner Staffing Support
  • Refrigeration Trucks
  • Morgue Trailer
  • Food for Incident Staff
  • Personal Protective Equipment (PPE)


Funding for these resources will come from the state’s Disaster Emergency Fund as approved in the emergency declaration. Additional resources will be provided by federal partners supporting this event.

The Colorado Joint Information Center is handling media inquires for both the county and state in this incident. We will not be providing specific details on the activities of the response and recovery work. An update will be provided once the building is cleared. This process may take several months.
