Procurement Training for FEMA Grant Recipients

FEMA is hosting two webinars regarding procurements under FEMA awards and requirements for Recipients and subrecipients when procuring services and supplies with funding under Stafford Act grant programs (Hazard Mitigation Grant Program [HMGP] and Pre-Disaster Mitigation [PDM]). This information will also apply to Flood Mitigation Assistance (FMA) awards.

The webinar will cover requirements set forth in the Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (2 CFR 200) so that participants can identify and avoid potential violations of the Federal procurement requirements. Violations of the Federal procurement requirements can result in reduced Federal grant funding.

The goal of the webinar is to reduce applicant violations of the Federal procurement regulations by training participants on the Federal procurement requirements set forth at 2 CFR Sections 200.317 through 200.326.

Topics include:

  • overview and use of contracts by Recipients and subrecipients
  • procurement by a tribal, state, local governments, hospitals, institutions of higher education and other nonprofit organizations
  • competition
  • methods of procurement
  • cost or price analysis
  • contractor bonding requirements; and
  • contract provisions.

  • HMA Procurement Standards Job Aid This Job Aid describes the procurement standards for non-Federal entities that obtain property and services under a Hazard Mitigation Assistance (HMA) Federal award. Procurement includes the selection, award, and administration of contracts.

  • Using Contract Support to prepare applications After FEMA’s adoption of procurement regulations in 2 CFR 200, FEMA received several questions regarding the use of contract support in preparing subapplications. This document presents eight common Hazard Mitigation Assistance (HMA) application development scenarios and provides guidelines to address procurement issues related to non-Federal entity use of contracted support for the development of HMA application elements.

Photos from the DFPC Multi-Mission Aircraft Recon Flights

The Colorado Division of Fire Prevention and Control flew a reconnaissance flight over the Northeast region of Colorado this afternoon to look for stranded vehicles.  The flight resulted in the identification of two vehicles.  The Multi-Mission Aircraft (MMA) were able to share the photos and GPS coordinates so that local emergency responders can check the vehicles for stranded motorists.

State EOC Continues to Monitor and Support Local Jurisdictions

The State EOC remains activated at a Level II and is staffed with Colorado DHSEM staff.  Currently, there are 13 local emergency operations centers (EOCs)  activated in addition to the State EOC.

Resource Requests

 The State EOC has deployed Colorado National Guard resources on rescue missions related to stranded motorists due to the current blizzard and winter storm.

The State EOC continues to support local jurisdictions with the aftermath of the blizzard. Today's main objective to is determine if additional rescue operations are necessary through reconnaissance flights over impacted areas. DHSEM has coordinated the following flights:

1. DPFC's MMA aircraft will be flying in the Northeast region.
2. The Civil Air Patrol will be flying North Central and South Central regions.

Aircraft are expected to launch is approximately 30 minutes.

The National Guard aircraft will be held in reserve to conduct any immediate extractions.

The State Emergency Operations Center remains activated in response to the blizzard and winter storm that hit Colorado yesterday, March 23, 2016.


State EOC Objectives

  • Establish and maintain situational awareness by staying in contact with affected local jurisdictions and response agencies.
  • Be prepared to provide resources to local jurisdictions, upon request, in an effort to conduct a coordinated State - level response.
  • Alert unaffected jurisdictions and response agencies (local, State, federal, NGO, private) of the potential need for assistance.
  • Monitor weather conditions across the State.
  • Monitor power outages.
  • Be prepared to initiate a State - level response for incidents or events outside the affected areas.
  • Assist with the transition from response to recovery operations.

State Emergency Operations Center Activated to Monitor Statewide Winter Storm

The State Emergency Operations Center (SEOC) is currently monitoring the situation.  DHSEM staff is physically in the SEOC at a level two.  All agency emergency response coordinators are asked to monitor WebEOC from their current locations.

What is a Level Two Activation? 

Primary DHSEM staff actively monitor the on-going incident.  Command and General Staff will occupy positions in the State EOC.  Selected state agency representatives are in the State EOC.  Notification is made to all remaining state agencies and other support organizations to be on standby for activation.

This is a reminder that your 2nd Quarter 2016 Report (January-March 2016) for FEMA DR-4145, and for PDM 2015, is due by April 15, 2016 in the EM Grants system.  Early reporting is always appreciated. 

For programmatic reports please remember to detail your particular accomplishments and timelines.  Specific information is required in your Q2 Report, related to your Scope of Work (SoW) and identified tasks completed.

  • Provide a brief summary of the work completed and work anticipated
  • Provide information on the overall project status
  • Provide information on any impacting issues
  • Identify tasks completed as related to your application SoW for a local Hazard Mitigation Plan (HMP) Update or New Plan timeline, or your PDM Project
 
Reports that do not provide adequate planning activity status information will be flagged and returned to you requesting additional input prior to quarterly approval. 

A Request for Reimbursement (RFR) may be submitted at any time through EMGrants.  Information on how to submit an RFR in the system is located in the User Guides on your EMGrants home page under Resources.

FOR IMMEDIATE RELEASE

March 14, 2016 - Ouray, Colo. - The City of Ouray Police Department confirmed this afternoon that one of its officers was killed today in in accident on U.S. Highway 550 between the Town of Ridgway and the City of Ouray.  The officer has been identified as Scott Mills, age 51.  He was off-duty at the time of the accident and was driving his motorcycle when a truck collided with him.  The Colorado State Patrol is investigating the cause and details of the accident.
